About this office
The Italian Consulate in Philadelphia handles Declarations of Value through its Education Office for qualifications earned at schools and universities in its consular district. Its own instructions and application materials, not another consulate's, should drive how a Philadelphia file is built.
Getting a Declaration of Value Involves More Than Filling Out a Form.
A DoV application can involve several separate parties, and without help you may have to coordinate each one yourself.
We bring all these moving parts together into one organized workflow.
From Your School to the Italian Consulate.
We help coordinate each stage of your file, so you aren't left working out notarization, apostilles, translations and application preparation on your own.
Start With the Right Consulate.
Before any document preparation begins, we identify the right DoV workflow based on your school, degree and intended use.

Why Philadelphia Cases Need Their Own Workflow
- The Education Office issues DoVs only for qualifications from schools inside the Philadelphia district, so the school's location decides the office.
- Philadelphia publishes its own translation and legalization guidance. Your file should follow it rather than instructions from New York or elsewhere.
- Pennsylvania, Delaware, southern New Jersey and West Virginia schools may each need an apostille from a different Secretary of State.
- Applicants often have Bachelor's and Master's degrees from different states. Each degree chain is checked on its own.
How We Help With Philadelphia
- District check for each school
- Registrar and school-official instructions
- Notarization coordination (including remote or traveling notary where appropriate)
- PA, DE, NJ or WV apostille coordination
- Italian translations aligned with Philadelphia guidance
- Education Office application checklist
- Payment and return-shipping instructions
- Final package review
More than one degree?
A PhD DoV also requires separate Bachelor's and Master's DoVs. If the schools fall under different consulates, each degree may need separate processing.
Philadelphia Declaration of Value FAQs
Which schools fall under the Italian Consulate in Philadelphia?
Schools in Pennsylvania, Delaware, southern New Jersey and West Virginia are generally in the Philadelphia district. The school's location decides this, not your home address. Check the consulate's current jurisdiction list.
Who issues a Philadelphia Declaration of Value?
The consulate's Education Office issues it. We are not the consulate. We help prepare and organize your file for submission.
My school is in New Jersey. Is it Philadelphia or New York?
It depends on the county. Southern New Jersey is generally Philadelphia and northern New Jersey is generally New York. We confirm this during case review.
Does my diploma need an apostille for a Philadelphia DoV?
Generally yes. The notarized school-official attestation for your diploma is apostilled by the competent state authority. We check the exact sequence against the Philadelphia Consulate's current instructions.
Does my transcript need an apostille?
Transcripts are usually prepared and apostilled along with the diploma. The exact handling follows the Philadelphia Consulate's current instructions.
Can I apostille a photocopy of my diploma?
No. A photocopy by itself cannot be apostilled. The signature of an authorized school official must be properly notarized first, and that notarization is what gets apostilled.
Can I translate my own documents?
We don't recommend it. Consulates expect accurate, consistent academic translations, and the Philadelphia Consulate's own translation rules apply. We coordinate professional Italian translations.
I have a PhD. Do I need other DoVs?
A PhD DoV also requires your Bachelor's and Master's DoVs. If those schools fall under different consulates, each degree may need separate processing.
How do I pay the Philadelphia Consulate?
Fees and payment methods are set by the consulate and can change. We review its current fee instructions when preparing your case.
Do I need a return envelope?
Return-shipping requirements follow the Philadelphia Consulate's current instructions. We prepare the return shipping as part of the package review.
Can you help coordinate the entire process?
Yes. We can coordinate school documents, notarization, apostilles, Italian translation, application preparation and, where included, forwarding and tracking. The Italian consular authority alone decides whether to issue the DoV.
How long does the process take?
It depends on your school, the state apostille office, translation volume and the consulate's own processing time, which we do not control. We give you an estimate for your case.
Are you the Italian Consulate?
No. We are Philadelphia Notary & Apostille, a private document-preparation service. The Declaration of Value is issued only by the competent Italian diplomatic or consular authority.
