What is an apostille?
An apostille is a certificate issued under the 1961 Hague Apostille Convention. It confirms that the signature, seal, or stamp on a public document — including a notary's signature — is genuine, so the document can be recognized in another member country without further legalization.
Both the United States and Italy are members of the Convention, which is why U.S. academic records headed to an Italian consulate are authenticated with an apostille rather than a longer embassy legalization chain.
Why does Italy require an apostille?
An Italian consulate reviewing a Declaration of Value needs assurance that a U.S. document is authentic. The apostille ties the notarized statement of your school official to a verified U.S. authority. Without it, the consulate generally has no way to rely on the signature.
The educational document apostille process
- 1Diploma / Transcript
- 2School official certification
- 3Notarization
- 4Secretary of State / competent authority
- 5Apostille
- 6Italian translation
- 7Consular submission
Once authentication is complete, the completed document set may need to be translated into Italian.
Diploma apostille
To apostille a diploma for Italy, the school's registrar typically signs a double statement letter confirming the diploma's authenticity. The official signs before a notary, and the apostille is then attached to that notarized statement by the state where the notary is commissioned.
You cannot apostille a photocopy of a diploma. Apostilling a copy certification is the single biggest cause of rejected Declaration of Value files we see.
Transcript apostille
Transcripts follow the same logic. Request a complete official transcript (including the grading key), have the registrar sign a statement or the transcript itself before a notary, and obtain the apostille from the matching state. If you hold a PhD, remember that Master's and Bachelor's records are usually part of the same Declaration of Value chain.
What state should issue my apostille?
The state that issues the apostille is determined by where the notary who notarized the official's signature is commissioned — not where you live and not where you are applying.
Example: Florida school
Your registrar in Miami signs before a Florida notary. The apostille comes from the Florida Department of State.
Example: travel notary
An Ohio school official signs before an Ohio notary we arrange. Ohio issues the apostille, even if you live in Pennsylvania.
Example: mismatch
A New Jersey notary notarizes a statement, but the file is sent to New York. New York cannot apostille it — time and fees are lost.
Original vs copy
Before notarizing, stapling, or apostilling anything attached to an original diploma, confirm what the consulate handling your file expects. Some applicants permanently alter an original unnecessarily; others submit a copy where an executed original statement was required. Getting this right up front protects your documents.
Common apostille mistakes
Wrong state
The apostille must match the notary's commissioning state.
Incorrect notarization
Incomplete or defective notarial certificates are refused.
Copy certification
Used when an executed statement from the school was required.
Missing registrar signature
No official signature means nothing meaningful to authenticate.
Apostilling the wrong document
E.g., apostilling a translation instead of the source record.
Translating too early
The apostille and notarial pages may then be missing from the translation set.
Assuming the apostille finishes the DOV
The apostille is one step; translation and consular review still follow.

In most cases, yes. U.S. academic records submitted to an Italian consulate are generally authenticated with an apostille on a notarized school official statement.
How do I apostille a diploma for Italy?
Have the registrar sign a statement about the diploma before a notary, then request the apostille from the Secretary of State of the notary's commissioning state.
How do I apostille a transcript for Italy?
Request a complete official transcript, have the registrar's signature notarized, and obtain the apostille from the matching state.
